The Problem:
The tape tool does not appear when clicked. As as result, I can not tape areas.
Expected Result:
When I click on the tool, it should appear in my hand and give me the ability to tape areas.
Reproduction Steps:
Go on parks team, open the tape tool, and then attempt to tape an area.
