Well we’re talking about clearing criminal records, and DoJ sounds like an obvious choice either for overseeing or doing.
Interesting. We have an astonishing amount of expungements and this would help us as well. Who would be tasked with leading the classes?

Congress can barely write legible laws much less teach people how to follow the law
