a lot of civs wander onto parts of capitol they see as not necessarily illegal to enter. maybe just add some signs by the steps marking where they shouldnt pass so that way they know and actual violators can be singled out

They probably don’t see it as illegal to enter because it isn’t (FSP allows for public entry into the main area during non lockdowns)
ya but steps are considered trespassing just the bike area

The capitol is open to the public unless:
- a police officer invokes their powers under Article 5, Section 5 of the F.S. Constitution to declare the area an emergency and remove members of the public.
- the FSP declares the Capitol to be locked down and establishes a closure to indicate where people should stay behind.
