a lot of civs wander onto parts of capitol they see as not necessarily illegal to enter. maybe just add some signs by the steps marking where they shouldnt pass so that way they know and actual violators can be singled out

They probably don’t see it as illegal to enter because it isn’t (FSP allows for public entry into the main area during non lockdowns)

The capitol is open to the public unless:
- a police officer invokes their powers under Article 5, Section 5 of the F.S. Constitution to declare the area an emergency and remove members of the public.
- the FSP declares the Capitol to be locked down and establishes a closure to indicate where people should stay behind.

from the criminal code it shows that entering the capitol past the steps without permission is not allowed. i seen plenty of cops enforce it when its occurred

Its illegal to go up the stairs without authorization it’s just FSP gives everyone authorization unless on lockdown or an event is happening.
