Seatbelt remains after removed from vehicle

The Problem:

  1. If a cuffed person is removed from a vehicle with the seatbelt on, the seatbelt remains there.

Expected Result:
The seatbelt should be removed, or the officer should instead be required to remove the seatbelt before pulling them out. Even be able to buckle them when put into the vehicle.

Reproduction Steps:

  1. Be a LEO and have a victim to test on
  2. Cuff them and put them into the vehicle
  3. Have them press B to activate their seatbelt
  4. Remove them from the vehicle.
