SCFD should have a rank between Candidate and Firefighter. Volunteer FF would be secondary or voluntary. The VFF rank requires the same training as regular SCFD, and can still get dual-cert [FF/EMTB/P], but they are not able to rank up. This balances the system, as most VFFs would be LEOs, and they have the ability to rank up in their respective department. It also gives LEOs the ability to serve in two separate roles.
