Firestone government - Monarchy?

Would it be appropriate to call firestone a non-parliamentary constitutional monarchy? Fed can be seen as the monarch as he serves as the firestone figurehead and occasionally makes monarch like decisions, but mostly delegates to the government to run everyday affairs

Fed’s power is unconstrained. It is a de jure single executive system, and a de facto absolute monarchy.
