They were parked in a car park and getting constantly rammed. The typical procedure would be to call LEOs, (which was abided by) however due to a lack of LEO response they took their own initiative to cone around their vehicle so they could continue their RP.

i honestly don’t see what the issue is here, the main issue that you should be complaining about is the lack of LEO response in the first place
