Make it one law enforcement agency and the rest is fair game
obv can’t be a senator and representative stuff like that

honestly public works should be voluntary and possibly dot but then again dot plays a bigger role. ie i want to be in dpw dot and doc but I can’t because of dot and dpw already being secondary and doc being secondary as well

pretty sure voluntary departments are just the ones that have next to nothing they can actually do
