Change the DOC Car Spawner NPC to Resemble Code9Izzy

Izzy has been a staple of DOC for years now as a beloved Warden impersonator and DOC’s number 1 fan. As we have honored other major crims with an NPC likeness before (see Paws), I feel making the DOC spawner be Izzy in her warden uniform would be a neat gimmick to honor her years of dedication to giving DOC something to do (by shooting it up yes).

Support! It’s about time we get more thug NPCs. The devs have recently only been adding good, perfect, excellent law-abiding citizens to the game (see the used boat sale NPC).
