Because knives are melees that could’ve been a physical tool if it was added in the game. Also, players could’ve abused the knife RP because there is no way people can physically get a knife (You can’t buy one) and there is no way LEOs can check for that knife because it’s not a physical tool. Players could just pretend that knife magically appear in their pockets whenever they want it.
