An Amendment to the House Standing Rules

BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT

SECTION 1: The House Standing Rules shall be defined as: House of Representatives Standing Rules.pdf - Google Drive

SECTION 2: Section VI, Sub-section 1 currently states: “While in debate, each representative has the right to be heard unless there is a motion to call the previous question which ends debates entirely. Debate may also be limited or extended through the appropriate motion.”

SECTION 3: Section VI, Sub-section 1 shall now state: “ While in debate, each representative has the right to be heard unless there is a motion to call the previous question which ends debates entirely. No representative shall be silenced whilst having the floor in the house chamber. During a debate, when a representative has the floor, no other representative shall call a motion to call the previous question until the designated representative has finished debating. Debate may only be limited or extended by an appropriate motion if the designated representative on the floor has finished speaking. “

SECTION 6: Should any part of this legislation be constructed by any judicial body of this state to be unconstitutional and declared unenforceable then that part shall be severed with the rest of the act remaining in full force and effect.

SECTION 7: This legislation shall be brought into law, given that it follows the procedures to do so, as outlined by the Constitution.
