A Bill to Illegalize Operating an Overcrowded Vessel

BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:

SECTION 1A: The act of Operating an Overcrowded Vessel shall be recognized as an unlawful criminal offense within the State of Firestone.

SECTION 1B: “Operating an Overcrowded Vessel” shall be the act of the vessel operator willingly carrying more people on a vessel than seats provided on the vessel.

SECTION 2: Any person charged with Operating an Overcrowded Vessel shall receive a 100-150 dollar citation.

SECTION 3: On-duty members of the Firestone Coast Guard and Firestone Department of Corrections Marine Division shall be exempt from this legislation during a special operations situation that requires more people on the vessel than seats.

SECTION 4: This bill shall be enforced by all law enforcement agencies.

SECTION 5: This bill shall go into effect immediately after completing the constitutional procedure required.

SECTION 6: Should any part of this legislation be declared unconstitutional or otherwise struck down, the rest shall remain in effect unless all is struck down or declared unconstitutional.
