A Bill to Aid Comprehension
BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:
PREAMBLE: It can be difficult for the average citizen to understand the complex and precise language contained in legislation, especially when different Congressmen use different formats. This bill aims to create a solution that preserves the ability of the Congressmen who prefer their legislation to reflect realism while still allowing citizens to be able to easily comprehend laws. Furthermore, this bill aims to make it easier for someone who is searching through laws to be able to find the legislation relating to their subject matter.
SECTION 1(a). Legislation shall be required to include a ‘preamble’ that is clearly visible at or near the top of the legislation. A preamble must include any and all relevant and necessary information to fully explain the purpose of a piece of legislation.
SECTION 1(b). It shall be the responsibility of each Congressional chamber to determine if a preamble contains enough necessary information by failing or tabling it given that such a requirement is not met, as well as the Governor’s responsibility to exercise his/her veto power should the legislation fail to meet that same requirement.
SECTION 1(c). The contents of the preamble shall not be considered legally binding. The preamble is purposed simply to act as a summary of the legislation.
SECTION 2. Legislation that was written or passed prior to this legislation’s passage shall be exempt from this legislation.
SECTION 3. This legislation shall go into effect immediately upon passage.
