A Bill to Define County Executive Terms and Limitations

BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:

PREAMBLE:
Recent events have shown that the current way of becoming a County Executive can be exploited and misused, recent events have also shown that leaving the process up to the County Government to decide is not safe. See SCSOGate for more information.

SECTION 1:
The Governor or the Lieutenant Governor shall have the power to host County Executive Elections when the Office of the County Executive is vacate. Whether that be through resignation,impeachment, etc. The position of County Executive shall only be an elected position.

SECTION 2:
A full County Executive term shall last four (4) months. An individual may not run for the Office of the County Executive after serving more than four (4) full terms. Once a term is over it shall be the job of the Governor or the Lieutenant Governor to host County Executive elections.

SECTION 3:
The Governor or the Lieutenant Governor shall have the discretion as the election sponsor to decide how long campaigning and voting shall be for County Executive elections.

SECTION 4:
Any elected County Executive shall be subject to impeachment by either the House of Representatives or the County Council.

SECTION 5:
If the County Affairs Committee finds a legislation passed by the County Government unethical, or have reason to disagree with it, they shall have the power to nullify said legislation. In order to nullify said legislation, the County Affairs Committee would need a majority vote (⅔). If majority vote is reached, the legislation shall be nullified.

SECTION 6:
No legislation made by the County Government shall conflict with this piece of legislation. No legislation made by the County Government shall give the County Executive any additional power without an approval from the County Affairs Committee, an approval is when a majority of the Committee has voted in favor of such additional power. ⅔ vote is recognized as majority in this specific legislation.

SECTION 7:
The Office of the Governor & Lieutenant Governor of the State of Firestone shall enforce this legislation along with the County Affairs Committee.

SECTION 8:
Upon passage from both chambers of Congress, this legislation shall go into effect immediately.
